議事規則是民權基礎
孫中山先生將《羅伯特議事規則》繙譯並改名為《民權初步》，因為開會、議事，包括法庭審訊，是民權的基礎。沒有完好的開會規則，或開會不尊重規則，或動輒按政治需要修改規則的社會，就是未有民權的社會，也就是未進入文明或從文明倒退的社會。
《羅伯特議事規則》厚達六百多頁，且簡介一二。
規則之一是：「不許質疑動機──不能以道德的名義去懷疑別人的動機。」不管指控他人是「投機」還是「私心」，都是對動機的質疑，是道德批判。
為甚麼不能質疑動機？首先因為動機是摸不着、看不見、不可證實的東西；就像我們說不能誅心，因為心之為心，即不可問。其次開會要審議的不是某個人，而是某件事情，對動機的懷疑和揭露本身就是對議題的偏離；第三，利己是人類共有的本性，在不侵害他人和社會利益的前提下，追求個人利益並不為過，所以指責他人的動機毫無意義。
法庭審案除了謀殺案要追查犯案意圖之外，一般案件都只重證據而不問動機。尤其是牽涉言論自由，美國大法官道格拉斯反對以「鼓吹」和「煽動」為言論定罪，因為「鼓吹」和「煽動」講的是意圖，而意圖是十分難證明的東西。一旦走上了以意圖、動機去判斷是非之路，社會就會墮入「每個公民的自由都受到危害」的境地。最近中共外交部駐港官員提出把「鼓吹」和「煽動」港獨列為刑事罪，正正就是以動機論來扼殺香港人的言論自由。
《羅伯特議事規則》另一要點是避免不同意見者的對罵和爭執。在美國國會、法院和大大小小的會議上，如果一個人對某動議有不同意見，他表達自己的意見時，要向會議主席（議長）說話，而不能向意見不同的對手說話。法庭上當事雙方的律師也不能直接對話，因為一對話法庭就會變成吵架的場所。《羅伯特議事規則》規定，律師只能和法官對話，向陪審團呈示證據；而陪審團按照規則自始至終是「啞巴」。不同觀點和不同利益之間的針鋒相對，按規則不能直接實現而要間接實現。
《羅伯特議事規則》經過精心琢磨而設計，它的基本精神有以下幾點：
一，平衡：保護各種人和人群的權利，包括意見佔多數和意見佔少數的人，甚至是每一個人，從而最終做到保護所有這些人組成的整體的權利。
二，對主席（議長）權力的制約：全體成員按照自己的意願選出主席，並將一部份權力交給主席，但是同時，避免主席的權力過大，避免主席將自己的意志強加在全體成員頭上。
三，多數原則：多數人的意志將成為總體的意志。
四，辯論原則：所有決定必須是經過充分而且自由的辯論之後才能作出。
五，總體的意志自由：在最大程度上保護總體自身，但也要在最大程度上保護和平衡每一成員可依照自己的意願自由行事。
香港立法會的議事規則，法庭審案的規則，基本上都沿用《羅伯特議事規則》的原則和規定。行政會議就不知道了。
